On the 18th, Prime Minister Han Deok-soo expressed regret over the failure of the government’s administrative computer network. Immediately after the failure occurred the previous day, he urgently ordered a detailed analysis of the cause and the mobilization of all available personnel and equipment for swift recovery. He further instructed today to maintain the emergency work system of public officials.
The Prime Minister held a video conference with related ministries regarding the government administrative computer network incident at the Government Seoul Complex today, and asked the ministries to ensure that no disadvantages arise due to non-issuance of administrative documents through methods such as retrospective input into the system. He also requested, “Agencies related to tax payment such as the National Tax Service, Customs Service, and Ministry of the Interior and Safety should actively consider extending the payment contract until the system is normalized,” and emphasized his commitment to swift recovery by stating, “I will immediately go to the Daejeon recovery site right after this meeting.”

He emphasized, “I apologize for the inconvenience and confusion experienced by many citizens due to the disruption of public services caused by the failure of the government’s administrative computer network. We are currently conducting a full-scale recovery operation with private experts centered on the Ministry of Public Administration and Security, and we will do our best to normalize it as soon as possible.” He added, “This incident has clearly shown what kind of inconvenience and confusion can occur if the digital system does not work perfectly.” He repeatedly emphasized, “I hope that the related agencies will quickly identify the cause and take special precautions to prevent such incidents from happening again. Also, please carefully check whether there are any additional measures to be taken regarding the problems of public services caused by this network failure along with the swift recovery and identification of the cause.”
Finally, Prime Minister Han asked, “Please continue to operate the manual complaint reception system until the system is normalized, and also maintain the emergency work system of related public officials in cities, counties, and districts.”
Meanwhile, from the previous day, an unprecedented situation occurred where the national administrative computer network experienced errors, causing continuous disruptions in online and offline civil services such as issuance of resident registration copies. Situations where people could not receive necessary documents for rental contracts or housing applications and could not open bank accounts, causing them to pace around community centers, occurred everywhere. Despite being the most advanced ‘electronic government’ in the world, the administrative authorities have been criticized for leaving a big flaw in online administrative services due to their inability to promptly identify even a system error problem.
