“Establishment of Digital Governance for Liberal Democracy… Broad Utilization of Carbon Neutrality, Nuclear Power, and Hydrogen Necessary”
(San Francisco = Yonhap News) Reporters An Yong-su and Jeong Ah-ran = President Yoon Seok-yeol announced three solidarity strategies to realize the ‘Camp David Principles and Spirit’ in the field of science and technology between South Korea, the United States, and Japan on the 17th (local time).
Earlier, President Yoon, President Joe Biden of the United States, and Prime Minister Fumio Kishida of Japan each adopted the Camp David Principles and Spirit, which contain the continuous guidelines and vision of South Korea-US-Japan cooperation, last August.
President Yoon revealed three solidarity plans in the fields of ▲ original and advanced industries ▲ AI and digital ▲ carbon reduction at the South Korea-Japan Summit Meeting held at the Hoover Research Institute at Stanford University in the United States on this day.
President Yoon first said, “The three countries of South Korea, the United States, and Japan will immediately start discussions to discover and promote joint projects in the field of original advanced technology.”
President Yoon said, “To this end, we plan to significantly expand the budget for global joint research support next year and create a system that can respond to technological cooperation with countries that share our values at any time by flexibly executing the budget.”
President Yoon explained, “Original technologies such as artificial intelligence (AI), digital and quantum science technology, and 6th generation mobile communication (6G) are game changers that will change the future of humanity by triggering innovation in all industries and social systems.”
He continued, “If South Korea, the United States, and Japan, which share philosophy and values, jointly develop technology and share the results, it can make the lives of not only the citizens of the three countries but also all of humanity more free and abundant.”
He emphasized, “We will solidify cooperation in the fields of original, advanced, and technology between the three countries of South Korea, the United States, and Japan.”
President Yoon also said, “The three countries of South Korea, the United States, and Japan need to prevent AI and digital from oppressing human freedom and monopolizing human welfare to specific individuals.”
President Yoon noted, “Despite the fact that generative AI led by Chat GPT is enhancing the convenience of our lives, the situation is growing where fake news is threatening democracy and freedom, or serious digital gaps are damaging human dignity.”
Mentioning the proposal to establish an international organization under the United Nations for establishing AI and digital norms, President Yoon emphasized, “When the three countries of South Korea, the United States, and Japan join forces to lead such international discussions, we can properly create digital governance that conforms to the values of liberal democracy.”
He also added that “the three countries of South Korea, the United States, and Japan must make joint efforts” for ensuring digital access rights and resolving digital gaps in countries where digital distribution and utilization are insufficient.
President Yoon further said, “Our three countries need to actively respond to the climate crisis by strengthening cooperation in carbon reduction and clean energy technology.”
President Yoon said, “In order to advance the realization of carbon neutrality, we must widely utilize high-efficiency carbon-free energy such as nuclear power and hydrogen,” and mentioned the situation of cooperation between the three countries for the development of next-generation small module nuclear power plants, which officially launched last October.
President Yoon also said, “In the field of hydrogen, international policy coordination between the three countries of South Korea, the United States, and Japan is being strengthened centered on the International Hydrogen Fuel Cell Partnership,” and said, “We expect cooperation in clean energy between the three countries in various aspects such as technology development, system, and infrastructure.”
In the following Q&A session, President Yoon said, “The most important thing in responding to climate change is cooperation between countries,” and suggested the need for international cooperation to support clean energy demand.
He continued, “The energy transition to overcome the climate crisis is important to change the perception from cost to investment, market, and industry,” and said, “In that regard, there must be a base for cooperation between countries, so fair and just competition can take place.”
In response to a question about the direction of innovation, he answered, “The most important thing in innovation is diversity in education.”
President Yoon said, “Setting a study menu in advance in a country is the same as making students eat only the food on the menu, so individual education should be considered as a concept of service, and various demands and supplies should be made in the market, and students with different cultural bases internationally should be able to interact and communicate with each other.”
President Yoon added, “The leaders of South Korea, the United States, and Japan declared in the Camp David Principles that the three countries are stronger when they become one,” and said, “I hope you all enjoy the fruits of the new era that our three countries will open with strong solidarity and will, and challenge and grow to your heart’s content.”
