This is a model of the Jangbogo-III BatchⅡ class submarine released by Hanwha Ocean.
Hanwha Ocean (formerly Daewoo Shipbuilding & Marine Engineering) is expected to construct all three of the 3,600t-class submarines, ‘Jangbogo-III Batch (Batch)-II’.
On December 5, according to the Defense Acquisition Program Administration and related industries , Hanwha Ocean was selected as the preferred negotiator for the construction of the third ship of Jangbogo-III Batch-II, beating HD Hyundai Heavy Industries the day before. Currently, Hanwha Ocean is also constructing the first and second ships of Jangbogo-III Batch-II, which is an unprecedented event as there has been no such case during this time!
HD Hyundai kicked out of the submarine business?!
The Defense Acquisition Program Administration and the Korean Navy maintain a unique business practice when ordering surface ships and submarines. That is, if HD Hyundai constructs the lead ship, Hanwha Ocean is responsible for the second ship, in other words, it is customary to distribute orders to multiple companies. The reason is to maintain the domestic shipyard’s military ship construction and research base, and more precisely, the Defense Acquisition Program Administration and the Navy are actively implementing a technology diffusion policy to prevent a single company from monopolizing the military ship construction business.
From the shipyard’s perspective, there was no reason to aggressively order a special ship business that was a headache and had low profits because civil ship construction was the main business.
So, although it is a competitive bid in principle, the two major shipyards are constructing the main battle ship alternately by writing down the business cost wisely. For example, Daewoo Shipbuilding & Marine Engineering constructed the KD-2 class lead ship, but Hyundai Heavy Industries constructed the second ship, and Daewoo Shipbuilding & Marine Engineering constructed the third ship again. KD-3 class also Hyundai Heavy Industries constructed the lead ship, but Daewoo Shipbuilding & Marine Engineering constructed the second ship.

Reflecting the characteristics of the company-led development project, Daewoo Shipbuilding & Marine Engineering was responsible for the construction of both the first and second ships.
In comparison, for the Jangbogo-III BatchI class, Daewoo Shipbuilding & Marine Engineering was responsible for the construction of both the first and second ships, and HD Hyundai was responsible for the third ship. The reason is that the Jangbogo-III class construction project itself was carried out as a company-led project in which Hanwha Ocean led the design and construction, to effectively reflect the problems found in the test evaluation process of the first ship in the second ship, and to provide the development company with time to correct defects.
This practice has continued to the Jangbogo-III BatchⅡ class, and Hanwha Ocean is in charge of constructing the first and second ships, and if you look at the existing practice, HD Hyundai must order the third ship. The Jangbogo-III BatchⅡ class was contracted in October 2019, the second ship was contracted in September 2021, and the third ship was to be contracted between September and October 2023.
However, the business negotiation was delayed by more than two months, and Hanwha Ocean was selected as the business operator.
The third ship of the Jangbogo-III BatchI class, the Shin Chae-ho ship, was constructed by HD Hyundai.
Can HD Hyundai be kicked out?
As a result of HD Hyundai’s failure in the Jangbogo-III BatchⅡ class third ship contract, some officials mentioned that if care is not taken, HD Hyundai may be completely kicked out of the submarine construction business.
In fact, although Korea’s shipbuilding industry has successfully designed and constructed the world-class Dosan Ahn Changho-class submarine, the actual business performance due to the submarine is poor.
The construction project of the Whale class did not reveal its model because it was a non-project, and what was revealed was the domestically produced periscope system as shown in the picture. It has the ability to communicate with iridium satellites in response to the demands of the special forces.
◆ Huge losses occurred?
According to a testimony from an official, the Korean shipbuilding industry has seen a loss of -6~7% in the submarine part so far, and Daewoo Shipbuilding & Marine Engineering is at a level of making a small profit, while HD Hyundai is recording a huge loss.
Looking at HD Hyundai’s announcement, the reason for the loss is that it invested about 200 billion won in facilities to participate in the Son Won-il class submarine project and conducted a loss bid to win the business right.
Then, the ambitious Whale-class special warfare submarine construction project (contract quantity O ship) was delivered O ship last year, which was significantly delayed than originally planned, and O ship was delivered this year, and a huge loss occurred due to the trial and error during that time.
In addition, HD Hyundai has
