Romania has introduced 54 Shin-Gung (export name Chiron) portable surface-to-air missiles that are being produced by LIG Nex1.
According to the Romanian media defapt, the Romanian government has signed a contract worth 90 million dollars(approximately 118 billion won) with LIG Nex1 for the purchase of 54 Shin-Gung missiles, and the delivery ceremony took place recently.
Marcel Ciolacu(Marcel Ciolacu), the Prime Minister of Romania, announced that Shin-Gung was introduced through a government-to-government (G2G) export contract, not a commercial transaction.
◆ Why Shin-Gung?
After watching the Ukraine-Russia war, Romania found that portable surface-to-air missiles are still useful and is pushing for the introduction of portable surface-to-air missiles.
The Romanian Ministry of National Defense (MApN) ‘s Military Procurement Agency conducted a tender for the purchase of a MANPAD system worth 680 million dollars (approximately 884 billion won), but the tender was cancelled on August 19, 2022, as only the French MBDA participated in the tender.
According to the Military Procurement Agency, the tender procedure was cancelled because MBDA participated in the tender by submitting a non-compliant proposal that MBDA could not accept. After that, Romania requested LIG Nex1 of Korea and Thales UK, a multinational company, to participate in the tender, evaluated their portable anti-aircraft missile systems, and signed a final contract with LIG Nex1.
This is the guided image of Thales UK’s Starstreak HVM portable surface-to-air missile. It uses a laser sight command guidance method that requires the gunner to aim at the target until the terminal stage.

For reference, Thales UK presented the Starstreak HVM portable surface-to-air missile, and the Starstreak is currently playing a role in the Ukraine war. However, Starstreak requires a high level of proficiency as the gunner must guide the missile until the final hit stage. Therefore, Romania chose Shin-Gung, which can Fire & Forget (forget after launch) thanks to the infrared guidance method.
Before the introduction of Shin-Gung in Romania, LIG Nex1 signed a memorandum of understanding (MOU) with Romarm SA, a state-owned defense company in Romania, in the field of anti-aircraft missiles in August 2023. Currently, Romania is showing interest in the Cheongung surface-to-air missile, and is also considering the introduction of the K2 Black Panther tank.

The achievements of portable surface-to-air missiles
The Ukraine-Russia war started in February 2022, but traditionally, the Russian army had no case of performing well-integrated combat with the Russian Air Force. Therefore, it actively used attack helicopters owned by the army, such as Ka-52, Mi-24, and Mi-28, for reconnaissance and fire support.
Helicopters operating at low altitudes are the most effective means for detecting enemy ambushes, and in fact, the United States provided air cover through attack helicopters whenever a company-level or higher moved while conducting the Iraq and Afghanistan wars.
The problem is that at least 1,900 Stinger surface-to-air missiles were supplied through the United States and Western European countries only in the early stages of the war. The Stinger was already provided to the Mujahideen during the Afghanistan war in the 1980s, and it is known that about 340 shots were fired, shooting down 269 Soviet aircraft. (In fact, there are many evaluations that it was exaggerated.)

◆ Operate without training?
In fact, an important advantage was that the training of the Stinger was very easy. The Stinger was urgently deployed to the British special forces SAS during the Falklands War in 1982, and was quickly provided with a manual. In other words, even though the SAS never received operation training, they successfully shot down the Argentine Air Force’s IA 58 Pucara attack aircraft and Puma helicopter just by looking at the manual.
Because training and operation are simple, the Ukrainian military was able to quickly train the Stinger, which began to be supplied in large quantities from January 2022, and achieved considerable results. According to the claims of the Ukrainian military, from February 24 to April 1
