‘Realizing the Camp David Principles’ 3 Major Plans… “Significant increase in the budget for global joint research next year”

(San Francisco= Yonhap News) Reporters An Yong-soo and Jeong Ah-ran = On the 17th (local time), President Yoon Seok-yeol announced three solidarity strategies for the realization of the ‘Camp David Principles and Spirit’ in the field of science and technology by the three countries, Korea, the United States, and Japan.
Previously, President Yoon, President Joe Biden of the United States, and Prime Minister Fumio Kishida of Japan each adopted the Camp David Principles and Spirit, which contain the continuous guidelines and vision for Korea-US-Japan cooperation, last August.
At the Korea-Japan summit roundtable held at the Hoover Institute of Stanford University in the United States on this day, President Yoon revealed a solidarity plan in three areas: ▲ Origin and advanced industry ▲ AI and digital ▲ Carbon reduction.
President Yoon first said, “The three countries of Korea, the United States, and Japan will immediately start discussions to discover and promote joint projects in the field of original advanced technology.”
President Yoon said, “To this end, we plan to significantly increase the budget for global joint research next year and create a system that can respond to technological cooperation with countries that share our values at any time by allowing flexible execution of the budget.”
President Yoon explained, “Original technologies such as artificial intelligence (AI), digital and quantum science and technology, and 6th generation mobile communication (6G) are game changers that will change the future of mankind by triggering innovation in all industries and social systems.”
He continued, “By jointly developing technology and sharing results with Korea, the United States, and Japan, which share philosophy and values, we can make the lives of not only the people of the three countries but also all mankind more free and prosperous.”
He emphasized, “We will strengthen cooperation in the fields of origin, advanced, and technology between the three countries of Korea, the United States, and Japan.”
President Yoon also stated, “The three countries of Korea, the United States, and Japan need to prevent AI and digital from oppressing human freedom and monopolizing human welfare by specific individuals.”
President Yoon pointed out the situation where “Despite the benefits of our lives led by generative AI such as Chat GPT, concerns are growing that increasing fake news can threaten democracy and freedom, or serious digital gaps can damage human dignity.”
Mentioning the proposal to establish an international organization under the UN for establishing AI and digital norms, President Yoon emphasized, “When the three countries of Korea, the United States, and Japan join forces to lead such international discussions, we will be able to properly create digital governance that conforms to the values of liberal democracy.”
He also added that “the three countries of Korea, the United States, and Japan need to work together” to guarantee digital access rights and resolve digital gaps in countries where digital distribution and utilization are insufficient.
President Yoon further said, “Our three countries need to actively respond to the climate crisis by strengthening cooperation in carbon reduction and clean energy technology.”
President Yoon said, “To advance the realization of carbon neutrality, we need to broadly utilize high-efficiency carbon-free energy such as nuclear power and hydrogen,” and mentioned the cooperation situation between the three countries for the development of next-generation small modular reactors launched in October.
President Yoon also said, “In the field of hydrogen, policy coordination between the three countries of Korea, the United States, and Japan is being strengthened centered on the International Hydrogen Fuel Cell Partnership,” and “I expect cooperation in clean energy in various fields such as technology development, system, and infrastructure between the three countries.”
In the following Q&A session, President Yoon said, “The most important thing in responding to climate change is cooperation between countries,” and pointed out the need for international cooperation to support clean energy demand.
He continued, “The energy transition to overcome the climate crisis is important to change the perception from cost to investment, market, and industry,” and “For that part, there must be a base (foundation) for cooperation between countries so that fair and just competition can take place.”
In response to a question about the direction of innovation, he answered, “The most important thing in innovation is diversity education.”
President Yoon said, “Setting a study menu in advance in the country is the same as making students eat only the food on the menu, so each education should be made in the concept of a service where various demands and supplies occur in the market, and students with different cultural bases internationally should be able to interact and communicate with each other.”
President Yoon added, “The leaders of Korea, the United States, and Japan have declared in the Camp David Principles that the three countries are stronger when they become one,” and “I hope that you will enjoy the fruits of the new era that our three countries will open with firm solidarity and will and challenge and grow to your heart’s content.”
