The United States and the European Union (EU) have insisted that the Gaza Strip should be ruled by the Palestinian Authority (PA) after Hamas is ousted, making reconciliation with Israel, which opposes this, inevitable.
President Joe Biden of the United States, in a contribution to the Washington Post (WP) on the 18th local time, said, “The two-state solution is the only way to guarantee the long-term security of both Israelis and Palestinians,” and “The two-state solution, where the two peoples live side by side with equal freedom, opportunities, and dignity, is the way to peace.”
◇ President Biden “Israel-Palestine ‘two-state solution’, the only way to guarantee security”
“‘Post-Hamas’ Gaza Strip governance should be handled by the Palestinian Authority”
President Biden reaffirmed the U.S. government’s four existing principles regarding the ‘post-Hamas’ Gaza Strip: △ It cannot be used as a terror base △ Forced migration of Palestinians is not possible △ Israel’s reoccupation, encirclement, and blockade are not possible ◇ Territory reduction is not possible.
He emphasized, “After this war, the voices and desires of the Palestinian people should be at the center of ‘post-crisis governance’ in the Gaza Strip,” and “Gaza and the West Bank should be reintegrated under a single governance structure, ultimately under a revived Palestinian Authority.”
President Biden proposed that the international community should make efforts to allocate resources to support the residents of the Gaza Strip and build a long-term reconstruction mechanism after the war.

◇ Borel EU Representative “Gaza governance, only Palestinian authorities”… Ursula EU Commission President “‘Two-State Solution’ Principle Agreement”
The EU also argued that the governance of the ‘post-Hamas’ Gaza Strip should be handled by the Palestinian Authority.
Josep Borel, the EU’s high representative, emphasized at the annual foreign and security policy conference ‘Manama Dialogue’ held in Bahrain on the same day, “Hamas should no longer control Gaza,” and “The answer to who can control Gaza is only one, I think it’s the Palestinian authorities.”
Ursula von der Leyen, President of the EU Commission, who visited Egypt on the same day, also said in a post on X (former Twitter) after meeting with President Abdel Fattah el-Sisi of Egypt, “We agree with the principle of a political horizon based on the ‘two-state solution’ and that forced migration of Palestinians should not be allowed.”

◇ Netanyahu, Israel’s Prime Minister “Gaza governance, neither Hamas nor Palestinian Authority… will maintain security control”
There is a difference between this position of the United States and the EU and the plan of Israel.
Benjamin Netanyahu, Prime Minister of Israel, said on the 11th regarding the governance of the Gaza Strip, “There will be neither Hamas nor the Palestinian Authority,” and that he will not give up security control under any circumstances, and on the 6th, “We will indefinitely be responsible for the overall security of the Gaza Strip.”
Yoav Gallant, Israel’s Defense Minister, also said on the 7th that after the war to wipe out Hamas, Israel will not rule the Gaza Strip, but if necessary, it can station troops in the Gaza Strip and strictly control entry and exit.
This is partly contrary to President Biden’s claim of the Palestinian Authority’s governance of the Gaza Strip and ‘Israel’s reoccupation, encirclement, and blockade are not possible’ among the four principles.
However, in the remarks of Eli Cohen, Israel’s Foreign Minister, some points of contact can be found with President Biden’s ‘interim security measures’ proposal.
Minister Cohen said in an interview with the U.S. daily Wall Street Journal (WSJ) on the 7th that Israel has no intention of establishing a civilian government in the Gaza Strip, and is considering a plan to transfer governance responsibility to an international alliance including the United States, the European Union (EU), and a majority of Islamic countries, or political leaders in the Gaza Strip.

◇ Biden “Opposing ceasefire ‘provides time for Hamas to resume attacks'”
On the other hand, President Biden reaffirmed his opposition to the ceasefire in his WP article, saying it could provide time for Hamas to prepare a new attack.
He pointed out, “As long as Hamas sticks to its destructive ideology, a ceasefire is not peace,” and “All ceasefires are times that Hamas operatives can abuse to rebuild their rocket stockpiles, redeploy combatants, and resume attacks and killings on innocent people.”
President Biden began his article by emphasizing the importance of supporting Israel and Ukraine, saying, “Today, the world is at a turning point where the choices we make will determine the future direction of the next generation, facing crises in Europe and the Middle East.”

◇ Biden, ’21st Century New Isolationism’ Targeting Trump·Republicans “Resolving Putin·Hamas aggression is the duty of the United States, ignoring it increases future costs… will not leave it alone”
“The United States should not and will not allow this for our national security interests and the interests of the whole world,” President Biden emphasized, saying that Vladimir Putin, President of Russia, and Hamas are fighting to erase neighboring democratic countries from the map, undermine extensive regional stability and integration, and exploit the resulting disorder.
He continued, “The world is looking to the United States to solve the problems of our time, and this is the duty of leadership, and the United States will lead it,” and “If the United States ignores today’s challenges, the risk of conflict can spread, and the cost of solving it will only increase, so we will not leave it alone.”
This is seen as a criticism of former President Donald Trump, who advocated ’21st Century New Isolationism’, such as reducing and withdrawing U.S. troops stationed worldwide, significantly increasing the defense cost sharing of U.S. troops stationed, and opposing support and intervention in conflict countries, while also targeting Republicans who oppose the Ukraine support budget at the moment.
