The United States and the European Union (EU) are insisting that the Gaza Strip should be ruled by the Palestinian Authority (PA) after the expulsion of Hamas, making reconciliation with Israel, which opposes this, inevitable.

In an op-ed in the Washington Post (WP) on the 18th (local time), U.S. President Joe Biden said, “The two-state solution is the only way to guarantee long-term security for both Israelis and Palestinians,” adding that “the path to peace should be a two-state solution where both peoples enjoy equal freedom, opportunities, and dignity, living side by side.”

President Biden reaffirmed the U.S. government’s existing four principles for the ‘post-Hamas’ Gaza Strip: △Cannot be used as a terrorist base △No forced migration of Palestinians △No reoccupation, encirclement, blockade by Israel △No reduction of territory.

He emphasized, “After this war, the voices and aspirations of the Palestinian people should be at the center of ‘post-crisis governance’ in the Gaza Strip,” and “Gaza and the West Bank should be reintegrated under a single governance structure, ultimately under a revived Palestinian Authority.”

President Biden suggested that the international community should work hard to establish long-term reconstruction mechanisms and invest resources to support the residents of the Gaza Strip after the war.

◇ Borel EU Representative “Gaza governance, only Palestinian authorities”… Ursula EU President “Agree with the principle of ‘two-state solution'”

The EU also claimed that the Palestinian Authority should take charge of the ‘post-Hamas’ Gaza Strip governance.

Josep Borrell, the EU High Representative, emphasized at the annual foreign and security policy conference ‘Manama Dialogue’ held in Bahrain on the same day, “Hamas should no longer control Gaza,” and “The answer to who can control Gaza is only one, I think it’s the Palestinian authorities.”

Ursula von der Leyen, President of the EU Commission, who visited Egypt on the same day, also said after meeting with Egyptian President Abdel Fattah el-Sisi and posting on X (old Twitter), “We agree with the principle of a political horizon based on the ‘two-state solution’ and Palestinians should not be forcibly migrated.”

◇ Netanyahu, Israeli Prime Minister “Gaza governance, neither Hamas nor Palestinian Authority… will maintain security control”

This position of the United States and the EU is different from the idea of Israel.

Israeli Prime Minister Benjamin Netanyahu said on the 11th regarding the governance of the Gaza Strip, “There will be neither Hamas nor the Palestinian Authority,” and that he will not give up security control in any case. He also said on the 6th that he will “take indefinite responsibility for overall security in the Gaza Strip.”

Yoav Gallant, the Israeli Defense Minister, also said on the 7th that Israel will not govern the Gaza Strip after the war to eradicate Hamas, but if necessary, it can station troops in the Gaza Strip and strictly control entry and exit.

This is a position that partially contradicts ‘Israel’s reoccupation, encirclement, blockade is impossible’, one of the four principles that President Biden claimed, as well as the governance of the Gaza Strip by the Palestinian Authority.

However, some points of contact can be found with President Biden’s ‘interim security measures’ proposal in the remarks of Eli Cohen, the Israeli Foreign Minister.

Minister Cohen said in an interview with the U.S. daily Wall Street Journal (WSJ) on the 7th that Israel has no intention of establishing a civilian government in the Gaza Strip and is considering a plan to transfer governance responsibilities to an international alliance including the United States, the European Union (EU), and many Islamic countries, or political leaders in the Gaza Strip.

◇ Biden “Oppose ceasefire, ‘providing time for Hamas to resume attacks'”

Meanwhile, President Biden reaffirmed his opposition to a ceasefire in his WP op-ed, saying it could give Hamas time to prepare a new attack.

He pointed out, “As long as Hamas sticks to its destructive ideology, a ceasefire is not peace. Every ceasefire is time that Hamas operatives exploit to rebuild rocket stockpiles, redeploy combatants, and resume attacks and killings of innocent people.”

Starting his op-ed, President Biden emphasized the importance of support for Israel and Ukraine, saying, “Today, the world is at a turning point where the choices we make, such as the crises in Europe and the Middle East, will determine the direction of the future for the next generation.”

◇ Biden, targeting ’21st Century Neo-Isolationism’ Trump·Republican Party
“Resolving Putin·Hamas aggression, America’s duty, ignoring increases future costs… will not let it go”

President Biden emphasized, “Vladimir Putin of Russia and Hamas are fighting to erase democratic countries neighboring them from the map, undermining widespread regional stability and integration, and trying to exploit the ensuing disorder. The United States cannot and will not allow this for our national security interests and the interests of the world.”

He added, “The world is looking to the United States to solve the problems of our time, and this is the duty of leadership, and the U.S. will lead it. If the U.S. ignores today’s challenges, the risks of conflict can spread, and the costs to solve them will only increase, so we will not let it happen.”

This is seen as a criticism of former President Donald Trump, who advocated ’21st Century Neo-Isolationism’, such as reducing and withdrawing U.S. troops stationed worldwide, significantly increasing the defense cost sharing of U.S. troops stationed countries, and opposing support and intervention in conflict countries, while targeting Republicans who currently oppose the Ukrainian support budget.
