(Seoul=News1) Reporter Jung Yun-young = Amidst the recent face-to-face summit between the U.S. and China, the first in over a year, China’s state media expressed hope that the U.S.’s gesture of cooperation could be trusted. It appears to overlook President Biden’s characterization of President Xi as a ‘dictator’ immediately after the summit.
The English edition of China’s state-run newspaper, Global Times, pointed out in an editorial on the 20th, “The U.S.’s constructive attitude at the APEC summit is unstable and could change at any time. This not only brings great uncertainty to APEC but also to the global governance system.” It further stated, “The trend is ‘cooperation’, but the process will not be smooth. The key will depend on whether the U.S. plays a positive or negative role.”
The U.S. and Chinese leaders had a face-to-face meeting and a summit in San Francisco, California, on the 15th (local time) for the first time in over a year. Subsequently, both sides agreed to restore military dialogue, which had been suspended since Nancy Pelosi’s visit to Taiwan in August last year, and to crack down on the distribution of fentanyl, a key issue in the U.S.
In relation to this, the Global Times stated, “A significant factor that allowed this APEC meeting to proceed relatively smoothly was the summit between the U.S. and China. As Kristalina Georgieva, the Managing Director of the IMF, mentioned, the U.S.-China summit was a ‘signal to the world that we need to find ways to cooperate’, and the Frankfurter Allgemeine Zeitung (FAZ) in Germany evaluated that the world became ‘a little safer’ after the U.S.-China summit.”
It added, “Some international media have assessed that the U.S.-China summit has eased APEC member countries’ concerns about worsening competition between the U.S. and China. In this respect, we can glimpse the common desire of the international community.”
The Global Times emphasized, “The APEC summit held in San Francisco has to some extent improved the international stage atmosphere and increased the confidence of regional member countries in the prospects for cooperation. This is already a considerable achievement. If the U.S. continues to cooperate with the international community to build a dynamic and prosperous Asia-Pacific community, it can create much larger and more persuasive results. We hope that the U.S. will take such substantive actions.”

It added, “This is not only an important issue for world peace and development but also a test of America’s responsibility and integrity.”
The Global Times mentioned, “As the host country of this APEC summit, the U.S. played a small trick by hosting the ‘Indo-Pacific Economic Framework’ (IPEF) meeting in San Francisco. IPEF is known as a cooperative body of 14 member countries led by the U.S., targeting China.”
It continued, “At this meeting, the IPEF failed to make progress toward a broad trade agreement. It is clear that any multilateral economic and trade mechanism excluding China in the Asia-Pacific region will not make progress.”
It also evaluated, “This year’s Asia-Pacific Economic Cooperation (APEC) hosted by the U.S. received unanimously positive reviews. Given the past concerns that the U.S. could foster division and contaminate their agenda through this platform, this achievement was not easy.”
The Global Times evaluated, “Such concerns are legitimate, but fortunately, the final result turned out to be positive. As a result of this meeting, hopes for maintaining and strengthening the basic tone of regional economic cooperation have increased. In this sense, the San Francisco APEC summit has provided much inspiration.”
The Global Times analyzed, “The San Francisco Declaration (Golden Gate Declaration) announced on the 17th reaffirms the commitment to create a free, open, fair, and predictable environment for trade and investment. All countries have reaffirmed their commitment to implement this. It is noteworthy that the San Francisco Declaration, like the Bangkok Declaration announced last year, does not mention the Russia-Ukraine conflict.”
The Global Times stated, “It was the U.S. that strongly demanded the inclusion of the Russia-Ukraine conflict in the Bangkok Declaration, which caused a lot of controversy at the time. APEC is a mechanism for economic cooperation, not a forum for discussion.” It added, “This year, this mainstream opinion became even clearer and stronger, so it seems that the U.S., as the host country, dared not oppose it.”
Meanwhile, although the U.S.-China relationship found momentum for improvement through the summit for the first time in over a year, the atmosphere of reconciliation was engulfed in a tide of conflict when President Biden referred to President Xi as a ‘dictator’ immediately after the summit.
President Biden, in a press conference after the meeting, responded to a question about whether he still believes President Xi is a dictator by saying, “He is a dictator in the sense that he runs a communist state.” In response, China’s Ministry of Foreign Affairs protested that President Biden’s remarks were “very wrong.”
