The Democratic Party has once again proposed an impeachment motion against Kang Hoon-sung, chairman of the Broadcasting and Communications Committee, and two prosecutors. This comes just 18 days after the motion was withdrawn when it failed to pass in the plenary session on the 9th of this month. The handling of the impeachment motion led by the Democratic Party is expected to be discussed at the plenary session on the 30th, and tensions between the ruling and opposition parties are escalating.
On the 28th, Park Ju-min, deputy chief of staff of the Democratic Party, and Im Oh-kyung, spokesperson, submitted an impeachment motion against Kang Hoon-sung, chairman of the Broadcasting and Communications Committee, and prosecutors Son Jun-seong and Lee Jeong-seop to the National Assembly Legislation and Judiciary Committee. Deputy Chief of Staff Park emphasized, “We will push for the impeachment of Chairman Kang and the two prosecutors at the plenary sessions scheduled for the 30th and the 1st of next month,” and urged, “(The main opposition party) should cooperate with the schedule as the plenary sessions have already been confirmed.”
According to the relevant provisions of the National Assembly Act, the impeachment motion presented at the plenary session must be voted on within 72 hours after being reported to the plenary session, 24 hours after its submission. Accordingly, the Democratic Party is making every effort to hold the plenary sessions scheduled for the 30th and the 1st of next month as planned. However, the main opposition party, the People’s Power Party, opposes the impeachment motion and insists that the plenary sessions on the 30th and the 1st of next month are scheduled for the budget bill.
In the midst of this standoff between the ruling and opposition parties, attention is focused on the decision of Kim Jin-pyo, the Speaker of the National Assembly, who has the authority to convene the plenary session. The floor leaders of the ruling and opposition parties discussed major current issues at a meeting chaired by Speaker Kim on this day, but failed to reach an agreement. After the meeting, Yoon Jae-ok, floor leader of the People’s Power Party, met with reporters and reaffirmed the party’s position that if the budget bill is not passed, the plenary sessions on the 30th and the 1st of next month cannot be held.
Meanwhile, the Special Committee on Confirmation Hearings for the Nominee for the President of the Constitutional Court held a plenary session on this day and adopted a report on the confirmation hearing process for nominee Lee Jong-seok. The motion for the appointment of the nominee is expected to be considered if the plenary session is held on the 30th. The Democratic Party, which holds a majority of seats and will determine the passage of the motion for the appointment, is in a situation where the internal support for the vacancy in the judiciary, which arose from the defeat of nominee Lee Kyun-yong for Chief Justice of the Supreme Court, is strong. In addition, the Democratic Party has decided not to include the ‘Special Prosecutor’s Bill’ as a major point of contention on the agenda for the plenary session on the 30th.
